It took place in the framework of the event organized by the Committee for the Support of Libraries with the title: "Library Services to Refugees and Immigrants"
Αbstract:	Μετά την αναφορά στις βασικές διαφορές μεταξύ προσφύγων και μεταναστών, θα δούμε τις διαστάσεις αυτής της ωμής πραγματικότητας στην Ευρώπη και πιο συγκεκριμένα στην Ισπανία. Θα γίνει αναφορά στις συμφωνίες των κρατών μελών της ΕΕ που δεν τηρούνται. Θα αναφερθούν οι βασικές Μ.Κ.Ο που δρουν στην Ισπανία στον συγκεκριμένο τομέα. Σε ότι αφορά στις Βιβλιοθήκες, θα αναφερθούν ορισμένες από τις πιο αξιοσημείωτες εμπειρίες που έλαβαν χώρα. Τα περισσότερα από τα προγράμματα αφορούν περισσότερο τους μετανάστες παρά τους πρόσφυγες. Στην πραγματικότητα, πολλά από τα προγράμματα αυτά χρειάστηκε να «επανασχεδιαστούν» προκειμένου να προσαρμοστούν στην αύξηση των μεταναστών. Το φαινόμενο των προσφύγων είναι πολύ πιο πρόσφατο και ο αριθμός των προσφύγων που βρίσκονται στη χώρα είναι σχετικά μικρός (περίπου 600) πολύ μικρότερος από αυτόν που αρχικά είχε δεσμευτεί η κυβέρνηση. Παρά το γεγονός ότι υπήρξαν κάποιες πρωτοβουλίες που ανέλαβαν ορισμένες πανεπιστημιακές κυρίως βιβλιοθήκες, η πλειοψηφία των προγραμμάτων που αφορούσαν μετανάστες και πρόσφυγες πραγματοποιήθηκαν από δημόσιες βιβλιοθήκες. Θα περιγράψουμε κάποιο από τα πιο σημαντικά προγράμματα που λειτουργεί περισσότερα χρόνια. Θα γίνει μια σύντομη παρουσίαση του Ιδρύματος της Κοινωνικής Βιβλιοθήκης και σχολιασμός των προγραμμάτων και των εμπειριών που σημειώθηκαν στην ετήσια έκδοση του Βραβείου «Δημόσια Βιβλιοθήκη και κοινωνική δέσμευση» που απονέμεται στα καλύτερα προγράμματα που έχουν γίνει από δημόσιες βιβλιοθήκες και απευθύνονται στις πιο ευπαθείς ομάδες, μεταξύ των οποίων συγκαταλέγονται οι μετανάστες και οι πρόσφυγες. After commenting on the main differences between refugees and immigrants, we dimension this harsh reality in Europe and particularly in Spain. A specific reference will also be made to the agreements with the EE countries that are not being implemented. We indicate the main NGO acting in Spain. As far as libraries are concerned, we will point out some of the most remarkable experiences achieved. Most of projects have to do with immigrant’s issues more than with refugees. In fact, many of them since a long time ago had to be “reinvented» in order to adapt them to the increasing number of immigrants. The refugees issue is mostly recent and the number of refugees received in Spain (around 600), much less than the number committed by the government. Though there have been some initiatives implemented in some university libraries, most of the projects related to immigrants and refugees have been carried out by public libraries. We shall describe some of the most significant projects running for a couple of years. A brief presentation of the Fundación Biblioteca Social will be made. Furthermore we shall comment the projects and experiences received during the annual Award “Public Library and social commitment” rewarding the best projects undertaken by public libraries aiming at more vulnerable publics among them, refugees and immigrants.
